The Regional Training Center 11 is located at San Francisco St., Barangay Mintal, Davao City with a total land area of 12.5 hectares pursuant to Proclamation No. 2094, at more or less seventeen (17) kilometers away from Davao City proper. The training center stands with a clear view from the horizon on all its sides; on the west, the panoramic view of the Mount Apo; on the northwest, the tropical fruit plantations; and on the southeastern part, the booming commercial, industrial and residential zones.

 

RTC 11traces its history back in  April 26, 1973, when it was established and inaugurated with its former name the "Eastern Mindanao Police Academy,” one (1) of the nine (9) Regional Police Academies established and operated by the National Police Commission (NAPOLCOM) in line with its objectives of upgrading the country's police service.

 

It started its operations with the 1st batch of Police Basic Course (PBC) with 177 trainees, administered by POLICE MAJOR VIRGILIO Z JAVIER (June 1972 – June 1975), responsible for the acquisition of the 12-hectare school site, the present RTC 11 site.

 

In August 8, 1975, pursuant to PD 765, the Academy was renamed to Integrated National Police Training Center 11upon the implementation of the Police Integration Act.

 

In January 1991, pursuant to RA 6975, INPTC 11 was renamed to Mindanao Training Center, which catered to the training needs of policemen throughout Mindanao and Sulu.

 

When the Philippine Public Safety College (PPSC) became fully operational in 1993, MTC was renamed to Philippine Public Safety College Regional Training School 11 to form part of the PPSC System.

At present, RTC 11 caters to the training needs of the Police Non-Commissioned Officers (PNCOs) in the Southern part of Mindanao particularly Region 11, comprising the provinces of Davao del Norte, Davao del Sur, Davao Oriental, Compostela Valley and the renowned City of Davao. It also houses a Satellite Campus of the National Police College for Officers Career Courses.

Envisioned to be a mini-PPSC in Mindanao, RTC 11 continuously faces challenges and further attains higher perspectives in the advancement and development of academic and training programs that are suitable in producing efficient, capable, skillful and competent enforcers in the new millennium. As for the dream of affirming its status to becoming the best and the brightest, RTC 11 had its shining moments in the past, having been adjudged as the Best Training School for Calendar Years 2004 and 2005; Second Best Regional Training School for Administration for Calendar Year 2005 and Best Regional Training Director for Calendar Year 2005. This year, as the Center celebrates its 43rd founding anniversary, it has been recognized as the Best Satellite Campus, housing NPC courses.

MISSION

    To provide basic and continuing training and human resource development programs for the Police Non-Commissioned Officers (PNCOs) of the Police Regional Office 11 (PRO 11), neighboring PRO’s, and National Support Units (NSUs) so that they may possess the knowledge, skills, attitude, habits and values necessary in their professional and career advancement.

VISION

   Regional Training Center 11 envisions to produce professionally competent, dignified, and technically proficient Police Non-Commissioned Officers (PNCOs) capable of working in partnership with a responsive community in the delivery of effective and efficient public safety services.

  At present, PSUPT ARDIENTE is hands-on in administering the Regional Training Center 11 as it continues to face the challenges head on, but not without feathers in its cap.  For two consecutive years, RTC 11 attained its ultimate goal and was adjudged as Best Training School for Calendar Years 2004 and 2005; Second Best Regional Training Center for Administration for Calendar Year 2005 and the Best Regional Training Director for CY 2005.
